Criteria for selecting Leaders
The importance of setting criteria for governing the selection of the academic leaders is derived from the importance that those leaders have in the field of conception formation depending on the scientific methodology and decisions objectivity that create men of science and management in all aspects of life, which makes humans the most precious resources that development strategies may rely on. So, the mechanism of selecting those leaders should differ from the mechanism of selecting leaders in other fields, because they are the ones who achieve skillful specialized levels in all different social and natural sciences. Thus, the selection process should be subjected to certain governing controls that consider Universities' privacy and distinguish them among other different sectors. There are a number of criteria that could be relied on regarding this matter as follows:
Firstly: Criteria for Intellectual and Scientific Excellence
Secondly: Criteria for Organizational Efficiency and Leadership Skills
Thirdly: Criteria for the Governing Values and Positive Interaction in the light of sustaining the Egyptian Identity

Firstly: Criteria for the Intellectual and Scientific Excellence:
• S/he should occupy the post of  professor for a period not less than five years to be nominated for the university presidency.
• Excellence in publishing scientific researches in different internationally classified periodicals.
• Supervising distinguished and adequate scientific theses.
• Obtaining research projects.
• Obtaining science prizes from accredited authorities.
• S/he should teach students regularly.
• S/he should not commit a breach to the scientific honesty.

Secondly: Criteria for the Organizational Efficiency and Leadership Skills:
• S/he should occupy various leading academic positions for a long period of time, and should occupy the post of a professor for a period not less than seven years in any university that is subjected to this law; of which are five years in the university that s/he is nominated for its presidency. 
• S/he should have attended the training courses conducted by the University Administration.
• S/he should effectively participate in the Administrative Committees in the Faculty and University.
• S/he should have the ability of strategic Planning.
• S/he should be able to manage development in the light of a specific vision and a clear mission.
• S/he should be able to confront all different kinds of crisis with steadiness and flexibility.
• S/he should be aware of the financial aspects required for managing the University's business.
• S/he should be aware of the university is organizing law, its regulations and be able to implement it in a flexible and effective way to achieve its objectives.
• S/he should have the ability to achieve an organizational development in the light of the Faculty's vision regarding the University Foundation.
• S/he should participate in the academic development through the creation of new programs and establishment of new Faculties needed by the community that is served by the university.
• Societal and Environmental Service.
• Linking the University to Society and Industry.
• Building relationships with Business Organizations locally or regionally.
• The ability to innovate the mechanisms needed to link the university to industry.
• S/he should have the ability to generate self-financing resources.
• S/he should have the ability to innovate mechanisms to provide community services in all different professional, social, cultural and health aspects.

Thirdly: Criteria for the Governing Values and Positive Interaction in the light of sustaining the Egyptian Identity
1-Communication Skills with International Community:
These skills entail the following:
• The ability to create mutual and bilateral bonds with different regional and foreign universities or through the related unions and organizations.
• Having international and local scientific associations' membership.

2-The distinguished Personal Skills needed for sustaining the Egyptian Identity and National Interest:
These skills entail the following:
• S/he should have the ability to promote the public interest.
• S/he should have a clear vision about the role of the university, what the University can introduce, and what is anticipated from the University.
• S/he should not cause any problems.
• The ability to motivate and inspire others through the creation of different methods for that purpose.
• S/he should have excellent command of more than one foreign Language.
• The ability to achieve social and psychological balance through the different posts that have been occupied.
• S/he should have a strong personality to be able to influence others.
• S/he should have good reputation and shall be dealt with respect amongst the employees of the institution.
• S/he should be credible.
• S/he should have the ability to effectively communicate with others inside and outside the university.
• S/he should have the ability to utilize modern electronic media.
• S/he should be dynamic and have the ability to act for university's interest.

In addition to the necessity to focus on the following:
• Participating in different cultural, professional, sports and social activities of the university, whether on the Faculty, University, Students' Unions and Students' Affairs level.
• S/he should be ready for the annual assessment and its implications of which are….
• Marketing
• Quality Assurance.
